However, how should mobile power banks that have obtained CCC certification cope with market supervision inspections at all levels? On December 29, 2017, the National Standards Committee released the national standard GB/T 35590-2017 "General Specification for Mobile Power Sources for Information Technology Portable Digital Equipment", which was officially implemented on July 1, 2018. The control scope of the national standard GB/T 35590 for mobile power banks is as follows: Mobile power banks refer to non fixed power supply systems composed of batteries or battery packs, corresponding circuits, and casings, which can provide stable DC output and are not more than 18kg in weight and can be carried by users. This standard is applicable to portable digital devices with input voltage not exceeding 250V, output DC voltage not exceeding 60V, single port output current not exceeding 5A, and mobile power supplies using wired output.

GB/T 35590-2017 specifies the technical requirements, test methods, quality assessment procedures, marking, packaging, transportation, and storage of portable power banks for digital devices. Especially regarding the regulations on rated capacity, rated energy, environmental adaptability, and safety. This will provide more accurate technical basis for subsequent product design and development, supervision and spot checks, and transportation identification. The standard specifies the definitions of various terms and sets specific requirements for various aspects of mobile power banks, including appearance labeling, performance, safety protection, safety, electromagnetic compatibility, environmental adaptability, and limits of restricted substances. For example, the cycle life of a mobile power bank should not be less than 300 times, and the product must have over impulse protection, over discharge protection, short circuit protection, overload protection, misoperation protection, etc.

2) Label requirements:

In the GB/T 35590 standard, the appearance and labeling requirements for mobile power banks are as follows:

Appearance requirements:

The surface is clean, without obvious deformation or mechanical damage, and the interface contacts are not corroded;

There is a necessary mobile power bank label on the surface, and the label is clear;

The output and input interfaces should be clearly labeled for easy connection;

The interface, buttons, battery indicator (or lighting), warning language, etc. are clearly marked.

Requirements for identification of mobile power bank body:

Name and model of mobile power bank;

Manufacturer's name, trademark or identification mark;

Rated input voltage and current, rated output voltage and current;

Rated capacity (portable power bank);

Type and rated energy of battery or battery pack;

Multiple output ports, the total current value of the same input voltage should be identified, and the rated output voltage and current of each output port should be marked near it.

3) Virtual labeling issue of mobile power bank capacity:

One is that manufacturers directly falsely label large battery capacities, which belongs to false labeling;

The second is that manufacturers use the capacity of the battery cells inside the power bank to represent the output capacity of the entire power bank. According to the law of conservation of energy, as long as there is energy conversion, there is energy loss. In fact, the output of a mobile power bank cannot achieve 100% conversion, and the loss is constant. Therefore, consumers usually feel that the capacity of the mobile power bank in actual use is smaller than the capacity claimed by the manufacturer.

4.2) Analysis of Effective Output Capacity Results at Room Temperature

requirement:

The effective output capacity (C, unit: Ah or mAh) is obtained by multiplying the time (T, unit: h hours) taken to discharge at a current of 1.0 Iout until the cut-off point under the condition of an ambient temperature of 23 ℃± 2 ℃, after charging according to regulations and leaving it for 0.5h to 1h, by the current of 1.0 Iout (unit: A or mA). After the experiment is completed, let it sit for 2 hours and visually inspect its appearance.

The effective output capacity should not be lower than the rated capacity, and the appearance of the portable power bank should have no obvious deformation, and should not explode, deflate, ignite, leak or rupture.

Common problems include:

a) Insufficient battery cell capacity or low circuit design conversion rate

b) Multi port output does not indicate the maximum total current value or the total current value is too large

c) Poor consistency of mobile power bank capacity, unstable voltage and capacity
