National Standard GB6675 - 2014: Overview of Chinese Toy Safety Standards

 

The standard is jointly developed by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) and the Standardization Administration of the People's Republic of China (SAC). The national standard GB6675 - 2014 has been restructured into four parts to clarify my country's safety expectations for toys produced in, and/or intended for, the domestic toy industry. Tested products must meet all chapters of this standard before they can be sold on the market.

 

National Standard GB6675.1 - 2014: Basic Specification

 

The Basic Code sets out all the different toy classifications, the associated safety requirements, the certification responsibilities of individual manufacturers or importers, and China's regulatory and inspection authorities.

 

In particular, it should be noted that the "Basic Specification" requires toys produced and/or sold in my country to obtain the product compliance mark - China Compulsory Certification (CCC) mark, which includes but is not limited to baby strollers; plastic, metal, Electronic and projectile toys; and dolls, etc.

 

The specification also addresses warning label requirements related to the classification of toys. For example, chemical toys must state on their packaging: "WARNING! Not suitable for children under xx. Must be used under adult supervision."

 

National Standard GB6675.2 - 2014: Mechanical and Physical Properties

 

Part II details the acceptance criteria for the structural characteristics of the toy, including its size, condition, profile, spacing (e.g. castanets, small parts, sharp edges and corners, hinge clearance), and acceptance criteria for specific toy classifications For example, the maximum allowable kinetic energy of a projectile toy and the minimum angle of sharp corners of a ride-on toy.

 

The Notes section of the updated standard contains specific sound requirements and their test methods; and additional definitions, specifications, and magnetic toy test methods related to magnetic toys.

 

National Standard GB6675.3 - 2014: Flammability

 

Part III specifies the flammability requirements for certain toys, the relevant toy flammability test methods, and the categories of flammable materials that are prohibited from being used in toy products.

 

The updated version of the national standard GB6675 further highlights certain toys that are considered to be easily ignited and cause injury, including:

 

Toys worn on the head; wigs, mustaches and beards; moulded and fabric masks

toy clothing

Toys that children enter, such as crawl spaces

Soft-filled toys with plush or fabric surfaces

 

National Standard GB6675.4 – 2014: Migration and Certain Elements

 

With reference to ISO 8124-3:2010, Part 4 specifies the maximum acceptable levels for sampling and extraction prior to analysis for the migration of elements antimony, arsenic, barium, cadmium, chromium, lead, mercury and selenium in toy materials and toy parts and method.

 

Maximum acceptable levels of migration of these elements are specified for toy materials, including:

 

Coating materials (pigments, paints, varnishes, inks, polymers, etc.)

polymer material

Paper and cardboard, of a mass per unit area not exceeding 400 g/m2

Natural, artificial or synthetic textiles

Glass, ceramic and metallic materials, excluding solders for electrical connections

Other dyeable materials such as fibreboard, cardboard, bone and leather etc.

Materials that leave marks, such as graphite pencils and liquid-filled pens

Flexible materials such as gels and molding clays

Toy paints such as finger paints, varnishes, lacquers, oil powders and other solid and liquid materials

The national standard GB6675 – 2014 includes restrictions on six phthalates

The six plasticizers (DBP, BBP, DEHP, DNOP, DINP and DIDP) used in plastic toys or toy parts must not exceed 0.1% of the material composition.

National Standard GB6675.11 – 2014: Indoor and outdoor household swings, slides and similar activity toys

 

Part 11 applies to a range of toys designed for children under the age of 14, including swings, slides, seesaws, carousels, swing toys, rock climbing frames, enclosed children's swings, and others capable of bearing the weight of one or more children toy.

 

National Standard GB6675.12 – 2014: Toy Scooters

 

Part 12 applies to toy scooters designed for children under the age of 14, including foldable or non-foldable, with a mass not exceeding 50 kg

 

National Standard GB6675.13-204: Chemical toys (sets) other than experimental sets

 

Part 13 applies to plaster molding sets, ceramic and glass materials, oven hardening plastic PVC molding clay sets, plastic molding sets, insert sets, photographic development sets, adhesives, paints, lacquers, varnishes, thinning Cleaner recommended in the agent and model kit.

 

National Standard GB6675.14 – 2014: Requirements and Test Methods for Finger Coatings

 

Section 14 applies to finger painting substances and materials designed for children under 14 years of age.

 

GB19865-2005 "Safety of Electric Toys"

This standard applies to toys that require at least one function to use electricity, and has corresponding requirements for the safety performance of the toy.
