The use and sale of electronic atomizers in Moldova is legal. The electronic atomizer containing nicotine is regulated by the Tobacco Control Law No. 278 (with amendments), and belongs to the category of "related products - products made of smoking plants and products containing nicotine". Although Moldova is not in the EU, these regulations are similar to the EU Tobacco Products Directive (TPD) (2014) in many aspects. Moldova prohibits the advertising, promotion and sponsorship of electronic atomization products, as well as cross-border remote sales, Internet sales and street hawker sales; The proximity of retail stores to educational and medical institutions is restricted.
 
Basic Requirements
Electric atomized products containing nicotine and supplementary containers not belonging to drugs or pharmaceutical products can be put on the market under the following conditions:
1. Nicotine content in electric smoke and refilled container liquid shall not exceed 20 mg/ml
2. The nicotine content of the electronic atomizer and refilling container shall not exceed 2 mg/unit
3. The maximum capacity of smoke cartridges and cans of secondary electric smoke or secondary smoke cartridges shall not exceed 2ml
4. The maximum capacity of the supplementary container shall not exceed 10 mL
5. The following additives are prohibited by law in electronic atomizers and refilling containers:
(a) Vitamin or other additives that produce the impression of beneficial health or low health risk
(b) Caffeine, taurine and other energy and vitality related additives and irritants
(c) Additives with colouring properties for emissions
(d) Additives to promote the absorption of benzene or nicotine (it is recommended to refer to Latvia's list of menthol)
(e) Additives that increase toxicity, or addictive or carcinogenic, mutagenic or toxic

Manufacturers and importers must inform the National Public Health Administration of any relevant products they intend to put on the market. The notice must be given at least 90 days before the product is put on the market and must include:
