GOST R 58109-2018 "Technical Requirements for Electronic Cigarette Oil" was originally a voluntary standard, and some of its provisions were cited in Decree N 2425. Recently, Russia has revised this standard and will enforce it from March 1, 2024; Therefore, this standard has become a mandatory standard for electronic cigarette oil. This amendment further standardizes the quality control and safety requirements of electronic cigarette oil on the basis of the original standard. The following are some key revisions:

1. The maximum mass concentration of nicotine in tobacco oil shall not exceed 20mg/mL

2. In terms of raw materials, it is explicitly prohibited to use plant raw materials for anesthetic and psychotropic substances in the production of tobacco oil, as well as drug precursors controlled under Russian law, including tetrahydrocannabinol isomers (such as cannabinol), and a specific list of prohibited substances and plants is introduced.

3. Packaging requirements

a. The packaging must not contain a statement that electronic cigarette oil poses less harm;

b. It is prohibited to imitate the packaging or display related pictures of food and children's toys
